Democrats Divided Over Push to Force ICE Funding Showdown Ahead of Shutdown Deadline
Congressional Democrats are increasingly divided over whether to force a high-stakes funding confrontation with the White House over Immigration and Customs Enforcement, as anger grows among progressives following a deadly shooting involving an ICE officer in Minnesota.
Liberal lawmakers are pressing party leaders to use the upcoming January 30 government funding deadline as leverage to rein in ICE operations, even if that strategy risks triggering another shutdown. Members of the Congressional Progressive Caucus and the Hispanic Caucus have argued that ICE reforms should be a red line in negotiations, citing concerns over accountability, use of force, and oversight.
California Rep. Jimmy Gomez said Democrats should take a firm stance, while Connecticut Sen. Chris Murphy questioned how Congress could continue funding ICE without imposing limits on its authority. Several progressive lawmakers say the spending battle represents one of the few remaining tools Democrats have to push back against President Donald Trump’s immigration agenda while in the minority.
However, moderate and centrist Democrats are warning against repeating past shutdown battles, particularly on immigration, an issue they view as politically risky. Some lawmakers remain wary of alienating swing voters or handing the administration greater control over federal spending through short-term funding extensions.
Democratic leaders have so far avoided committing to making ICE funding a central demand. House Minority Leader Hakeem Jeffries said his focus remains on passing near-term appropriations bills, while Senate Minority Leader Chuck Schumer declined to say whether ICE reforms would become a condition for Democratic support.
The internal debate comes as Republican leaders reassess their own funding strategy. GOP sources say a planned Department of Homeland Security funding bill may be delayed following the shooting, which has drawn increased scrutiny of ICE operations nationwide.
Even if a shutdown is avoided, the controversy has complicated bipartisan funding talks and exposed deeper fractures within the Democratic Party over how aggressively to confront the administration on immigration. With limited legislative power and mounting pressure from the party’s base, Democrats now face difficult choices over whether to prioritize unity, pragmatism, or confrontation in the weeks ahead.
