Riverside County Names Mary Martin as New Animal Services Director Amid Scrutiny
Riverside County has announced Mary Martin as the new director of Animal Services, a pivotal appointment following significant criticism of the department’s past leadership. This decision comes as the county faces two lawsuits stemming from prior mismanagement that led to widespread backlash and concerns over animal welfare.
Martin brings extensive experience, most recently serving as the assistant director of Dallas Animal Services. However, her past leadership has been met with mixed reviews. During her tenure in Arizona, she faced reported tensions with staff, volunteers, and animal welfare nonprofits. A third-party review labeled the culture under her leadership as "extremely unhealthy." Following her time in Arizona, Martin moved to Utah, where she resigned after just a year amid similar challenges.
While Martin will be the official director, consultant Kristen Hassen is expected to shape much of the department's future. Hassen, known for her progressive approach to animal services, has laid out a strategic plan that Martin is expected to follow.
The appointment was made by Supervisor Manny Perez, Supervisor Yxstian Gutierrez, County CEO Jeff Van Wagenen, and the president and CEO of the San Diego Humane Society. Given the department’s troubled history, many in the community will be closely watching to see whether Martin can bring meaningful reform or if past patterns of dysfunction will continue.
Martin has an open invitation to discuss her plans with the public and address concerns about transparency, an issue that has long plagued Riverside County Animal Services. As she steps into her new role, the community will be looking for accountability, innovation, and a commitment to the welfare of the animals in the county’s care.
