Palm Springs Police Release Final Report on Parade Crash, Cite Safety Failures and Oversight Gaps

Eight months after a chaotic motorcycle crash at the Palm Springs Festival of Lights parade left at least twelve people injured, the Palm Springs Police Department (PSPD) has released its final report — and it points to a series of internal missteps that may have contributed to the incident. The investigation, which took months to complete, was delayed in part due to a conflict of interest: one of the officers involved in the crash was a member of the department. This led the California Highway Patrol (CHP) to take over the investigation. CHP has since forwarded the results to the district attorney’s office for further review, which is still ongoing.

The internal administrative review conducted by PSPD identified several critical failures, including lack of proper supervision, confusion over roles, and what officials termed "mission drift." In this case, officers assigned to traffic control began participating in the entertainment aspect of the event — a deviation from their intended responsibilities.

"One of the key takeaways was span of control," a PSPD representative said.

Police Chief Andy Mills did not shy away from accountability. “An incident like this should never have happened,” he said. “Our management team, including myself, must ensure complete command and control of these events. Our supervisor-to-employee ratio was way off, and not everyone was fulfilling their responsibilities.”

In light of the findings, the department plans to implement stricter safety and operational protocols for all future public events. These changes are aimed at avoiding similar incidents and ensuring clear chains of command.
