Questions about financial transparency have arisen regarding the $39 million budget allocated to Coachella Valley Animal Services. Missing vendor data from significant expenditures has prompted a deeper investigation into how public funds are being managed.
Fred Roggin and contributors on The Roggin Report have been investigating the issue, uncovering discrepancies in financial records that lack clarity about where the money is going. Chauncey Thompson, CEO of Barton CPA and a guest contributor, reviewed the findings and described the accounting as "sloppy."
"The numbers don't tie together, vendor information is entered incorrectly, and some expenditures have no identifiable recipient," Thompson explained. "This level of carelessness is alarming, especially when dealing with public money."
One glaring issue is the absence of vendor ID numbers for 68% of the expenses listed in the financial documents reviewed. Without proper documentation, it becomes impossible to determine where taxpayer money is being spent or whether it is being used efficiently.
The situation has sparked frustration among residents and advocacy groups. Critics question the county’s financial stewardship, especially as millions are spent on consultants and management fees. For example, one consultant, Kristen Ha, was paid $50,000, while another management firm received $160,000. Advocates argue these funds could have been better utilized for animal welfare programs.
An independent audit was reportedly promised by Supervisor Manny Perez, but its findings have yet to be made public. In the absence of county transparency, The Roggin Report has enlisted forensic accountants to analyze the data.
"This is taxpayer money," Roggin emphasized. "The public has a right to know how it’s being spent."
The investigation is ongoing, and Roggin promises to uncover more as his team continues to sift through the financial records. Transparency, he says, is the first step toward accountability.
