L.A. County Dismantles LAHSA, Launches New Homelessness Department to Regain Accountability

In a major shake-up of Los Angeles’ approach to homelessness, the L.A. County Board of Supervisors voted Tuesday to defund the Los Angeles Homeless Services Authority (LAHSA) and establish a new, county-controlled Department of Homelessness.

The move shifts hundreds of millions of dollars in funding away from LAHSA, a joint city-county agency that has come under fire for years over alleged mismanagement. Multiple audits—and most recently a federal judge—criticized LAHSA for losing track of billions in taxpayer money and failing to deliver results in one of the nation's most visible homeless crises.

“We're moving into a new phase,” said Supervisor Lindsey Horvath. “We’re closing a chapter on what hasn’t worked and taking accountability and transparency seriously.”

The vote sparked pushback from L.A. Mayor Karen Bass and several City Council members, who argued that dissolving LASA could create further confusion. Some worry the breakdown in city-county collaboration may hinder progress.

But supervisors emphasized the decision is not about division—it’s about restoring trust. “We come in peace,” said Supervisor Kathryn Barger. “This is about LAHSA—and our duty to safeguard taxpayer dollars.”

The new department is expected to launch by January 1, 2025.
