California Considers New Rule to Restrict Coyote Killings, Divides Rural Communities

California wildlife officials are proposing a major change in how coyotes are managed statewide, and it's drawing both criticism and support from residents, ranchers, and animal advocates.

Under the proposed rule from the California Department of Fish and Wildlife, people would only be allowed to kill coyotes if the animals are actively threatening or harming livestock. Currently, coyotes can be killed at any time without restriction. The new rule would place them in the same legal category as bears and mountain lions, requiring a depredation permit that confirms a verified threat before lethal action is allowed.

For Loomis resident Winter Holloway, who raises goats in a rural area, the change is deeply concerning. “We’ve had coyote attacks. We’ve had mountain lions,” she said. “My reaction is to go out with my gun because I assume coyotes every time.” She relies on motion sensor lights, fences, and her dogs to protect her animals—but sometimes, she feels it’s not enough.

“The idea that the coyotes have to attack first and we have to prove it later is absolutely ridiculous,” Holloway said.

But not everyone agrees. Danielle Hanosh, director of a wildlife sanctuary in Colfax, also works to protect her animals, but believes non-lethal solutions are more responsible. “It’s important for people to remember—we moved into their home,” Hanosh said. “There are a lot of ways to mitigate human-wildlife conflict with coyotes without shooting and killing them.”

The proposed regulation has ignited a broader debate about coexistence, livestock safety, and the rights of rural property owners. While the state considers the rule change, Californians on both sides are weighing what balance between wildlife protection and personal safety really looks like.
