The confrontation unfolded as Homeland Security Secretary Kristi Noem began addressing the press.
Padilla reportedly rushed forward, attempting to ask questions about immigration policy.
Before he could finish, federal agents intervened.
Security surrounded the senator, pushing him to the ground.
He was handcuffed but not officially arrested or detained.
The moment drew gasps from those in attendance.
A spokesperson for Padilla called the use of force "unnecessary."
Noem later commented that Padilla’s actions were “inappropriate.”
She added that he should have contacted her office in advance.
Despite the tension, Padilla and Noem met privately for 15 minutes afterward.
The meeting reportedly ended without further incident.
