Senate Republicans Rush to Revise Trump Domestic Policy Bill After Parliamentarian Ruling

Republicans are racing to pass President Donald Trump’s wide-ranging domestic policy legislation by his Independence Day deadline, but the effort hit a major roadblock this week.

The Senate parliamentarian ruled that several provisions in the sweeping bill do not qualify under the rules of reconciliation—a legislative process that allows the Senate to bypass a filibuster and pass budget-related measures with a simple majority. Because of that ruling, key parts of the legislation must be revised before moving forward.

GOP leaders say they are working swiftly to rework the measure and are hopeful the Senate can approve it by this weekend. Even then, it would still require another vote in the House before the president can sign it.

President Trump has made clear he wants the legislation on his desk by the Fourth of July.

The bill includes trillions of dollars in proposed tax breaks, but Democrats argue that those cuts would come at the cost of critical safety net programs like Medicaid and food stamps. They’ve pledged to fight any version of the bill that slashes funding for low-income Americans.
