Minnesota 911 Centers Use AI to Manage July 4th Fireworks Call Surge

Every July 4th, fireworks fill the skies—and 911 phone lines. Across the country, dispatch centers see a surge in emergency calls, and in Minnesota, that’s especially true.

Hennepin County’s emergency communications team reports receiving more than 2,700 calls during a single 24-hour period on the Fourth, compared to an average day of around 1,900.

“The 4th of July is probably our busiest holiday that we see,” said Tony Martin, Director of Emergency Communications for the Hennepin County Sheriff's Office.

A large portion of those calls aren’t life-threatening emergencies—they’re complaints about fireworks. And that creates a strain on resources, tying up dispatchers who could be handling medical emergencies, fires, or crimes in progress.

That’s why Anoka County is introducing artificial intelligence into the mix. Starting this year, 911 operators will redirect non-emergency calls to an automated system that collects information before routing it back to dispatchers for further action.

“It’s gonna save us we think about two to three minutes per call,” said Kari Morrissey of the Anoka County Emergency Communications Center. “That’s freeing up those call takers to get to those priority calls.”

The system is designed to maintain emergency readiness and ensure that critical calls are not delayed during one of the busiest times of the year.

Beyond the noise complaints, July 4th also brings more serious risks. According to the Consumer Product Safety Commission, nearly 15,000 people were injured by fireworks last year, and 11 deaths were reported.
