Palm Desert Tightens Noise Rules: New Ordinance Restricts Property Maintenance Hours
The Palm Desert City Council is set to adopt new noise control regulations tonight that will significantly restrict when landscaping crews and maintenance workers can operate power equipment throughout the city.
The new ordinance establishes uniform hours for property maintenance activities - Monday through Sunday from 7 a.m. to 5:30 p.m. - with a complete ban on noisy equipment during government holidays.
What's Changing
Under the current regulations, property maintenance hours varied and lacked consistency. The new Ordinance No. 1432 creates a single, citywide standard that applies to all commercial landscaping and maintenance operations.
The rules specifically target "portable blowers, lawnmowers, edgers or similar devices" and set a strict decibel limit at around 70 decibels
Key restrictions include:
- No leaf blowing or power equipment on federal holidays
- Stricter enforcement of noise levels
- Prohibition on blowing debris onto neighboring properties or public streets
- Universal 7 a.m. to 5:30 p.m. operating window
Who's Exempt
The ordinance includes a significant exemption for homeowners and renters conducting their own property maintenance. Residents can use power equipment during the same hours without penalty.
Golf courses and tennis courts also received special consideration - they can begin maintenance at 5:30 a.m. and operate until 7 p.m., though leaf blowing is still restricted to the standard hours.
Municipal maintenance crews are completely exempt from the time restrictions.
Why Now?
The city says the ordinance is designed to "align and update" existing regulations and remove outdated language about agricultural operations. City staff noted the changes are "administrative in nature" and don't represent a major policy shift. The Council unanimously introduced the ordinance on June 26, suggesting broad support for the tighter regulations.
Impact on Business
The standardized hours could force landscaping companies to adjust their schedules, particularly those that start work earlier to avoid desert heat. Summer temperatures in Palm Desert regularly exceed 110 degrees during midday hours.
The ordinance also strengthens enforcement tools, allowing the city to declare violating equipment a "public nuisance" and potentially confiscate it.

If adopted tonight as expected, the ordinance will take effect 30 days later. The city will need to notify property management companies and landscaping contractors about the new requirements.
