Trump Administration Expands Religious Expression Rights for Federal Employees

The Trump administration has issued new guidance granting federal employees broader rights to express their religious beliefs in the workplace.

A memorandum released Monday by Office of Personnel Management Director Scott Kupor instructs federal agencies to allow personal religious expression to the greatest extent possible, unless it causes an undue hardship to business operations.

According to the memo, federal employees are permitted to discuss their faith with colleagues, invite others to religious services, display religious items at their desks, and pray together or alone during non-duty times. The guidance also allows for instances such as a park ranger praying with a tour group or a Veterans Affairs doctor praying over a patient, provided these actions are voluntary and not disruptive.

Kupor emphasized that while employees can share their beliefs, they must stop if a co-worker requests that the conversation end and ensure such efforts are not harassing. Agencies are also directed to review internal policies to ensure protections for religious expression are in place.

Federal law already provides some protections for religious practice under Title VII of the Civil Rights Act of 1964, which prohibits discrimination based on religion and requires employers to provide reasonable accommodations for religious practices unless it creates an undue hardship.

Kupor said the move aims to create a workplace environment “welcoming to Americans of all faiths.” This latest directive follows previous administration actions including the creation of a Religious Liberty Commission and a task force to address anti-Christian bias.
