Texas GOP Redistricting Plan Targets Five Democratic Congressional Seats
Texas Republicans have unveiled a congressional redistricting proposal aimed at significantly shifting five Democratic-held districts to favor the GOP, following President Donald Trump’s sweeping 2024 victory in the state.
The proposed map redistributes Democratic-leaning areas to solid blue districts while infusing vulnerable districts with heavily Republican regions. Analysts say this redrawing could cement GOP control in up to 30 districts with a Republican margin of at least ten points, if current trends hold.
Among the most impacted:
District 9 – Houston:
Currently represented by Democrat Al Green, the 9th District would shift from southern Houston to eastern Harris County, creating a new GOP-leaning seat. Green may opt to run in the 18th District, left vacant after Rep. Sylvester Turner’s death, which would gain Democratic voters under the new map.
District 32 – Dallas:
Rep. Julie Johnson’s district would be split, with much of it merging into Rep. Marc Veasey’s 33rd. The reconfigured 32nd would stretch into deep-red counties like Rockwall and Hunt, flipping it Republican.
District 35 – Austin and San Antonio:
Rep. Greg Casar’s district would be overhauled, losing much of its Austin base and gaining more Republican voters in Guadalupe and Karnes counties. Parts of Austin would be absorbed into Rep. Lloyd Doggett’s safe Democratic seat.
District 28 – South Texas:
Though Trump won this district in 2024, Democratic Rep. Henry Cuellar still held on. The new map adds more Republican-leaning areas, further solidifying GOP advantage while giving Cuellar a narrower path to reelection.
District 34 – South Texas:
Rep. Vicente Gonzalez's district would see the most dramatic shift, trading some Democratic-leaning areas for solid GOP regions in Nueces County. Gonzalez, who won by less than three points in 2024, could face an uphill battle under the proposed changes.
Both Districts 28 and 34 are Hispanic-majority districts in regions that have trended Republican in recent elections. With the 2026 midterms on the horizon, the proposed redistricting could play a crucial role in shaping Texas’s political future.
