Xi and Putin Present United Front at SCO Summit as China Pushes Global Leadership Vision
Chinese President Xi Jinping and Russian President Vladimir Putin stood united at the Shanghai Cooperation Organization (SCO) summit in Tianjin this week, as China positioned itself as a challenger to U.S. global dominance.
Speaking to more than 20 world leaders, Xi criticized “bullying practices” and argued that the “house rules of a few countries should not be imposed on others.” He unveiled a new Global Governance Initiative, pledging $280 million in grants for SCO nations this year and $1.4 billion in loans over three years. Xi emphasized the need to strengthen trade among member states, increase representation of developing nations, and push back against Western-led alliances such as NATO.
Putin echoed Xi’s message, framing the SCO as the foundation for a new Eurasian security model that rejects what he described as outdated Eurocentric and Western frameworks. The summit highlighted the growing rapport between Xi and Putin, who have maintained close ties despite international pressure over Russia’s invasion of Ukraine.
The event also underscored shifting geopolitical alignments. Indian Prime Minister Narendra Modi, facing strained ties with Washington over U.S. tariffs, met both Xi and Putin in a show of cooperation. Modi and Putin held private talks in the Russian presidential limousine, with Modi stressing the importance of pursuing peace in Ukraine.
China has played a pivotal role in sustaining Russia economically during the war, purchasing discounted oil and maintaining trade ties despite Western sanctions. At the same time, Beijing claims neutrality in the conflict, positioning itself as a mediator while deepening its partnership with Moscow.
The summit comes as U.S. President Donald Trump pursues an America First strategy, marked by trade wars, foreign aid cuts, and tough rhetoric against global institutions. Xi’s push at the SCO reflects Beijing’s ambition to present itself as a leader of an alternative global order—one that emphasizes multipolarity and increased influence for the Global South.
Observers say the Tianjin gathering, coupled with an upcoming military parade in Beijing attended by Putin and other leaders, showcases China’s determination to project itself as a central player on the world stage.
