Petition Seeks Ballot Placement for California Child Protection Bill
A petition drive is underway to place a child protection measure on California's ballot, targeting parents convicted of abuse.
The proposed legislation, named "Emmanuel's Law," honors 7-month-old Emmanuel Haro, whose remains have not been recovered. The bill would mandate immediate removal of children from the custody of any parent convicted of child abuse.
Under the measure, affected children would be placed in foster care or with family members who pass strict background checks. Child Protective Services and law enforcement would provide ongoing oversight of these placements.
