Fact Check: Trump Makes Multiple False Claims in Speech to Generals and Admirals

President Donald Trump made a series of false claims during a Tuesday address to hundreds of generals and admirals at a Virginia military base, according to a CNN fact check. Some assertions directly concerned the U.S. military.

On President Biden and the military: Trump said Biden never calls the U.S. military the strongest in the world. In fact, Biden has repeatedly said precisely that, including calling it “the strongest in the history of the world.”

On Space Force: Trump claimed Biden wanted to terminate the branch. There is no record of Biden saying that. In early 2021, the White House affirmed Space Force had the administration’s full support.

On NATO spending: Trump suggested he was responsible for raising allies’ target from 1% to 2% of GDP. NATO’s 2% benchmark predates Trump, set in 2006 and reaffirmed in 2014. By 2020, only nine members met the 2% target.

On Ukraine aid: Trump said Biden “gave $350 billion” to Ukraine. Independent tracking shows total U.S. allocations and commitments were far lower — roughly in the $135–$140 billion range through June — with disbursements below that figure.

On “settling wars”: Trump claimed he “settled seven” wars, citing Democratic Republic of Congo–Rwanda and Kosovo–Serbia. The DRC conflict remains active with numerous militias, and Serbia–Kosovo were not at war during Trump’s terms.

On migration claims: Trump alleged countries such as “the Congo” and Venezuela emptied prisons to send inmates to the U.S. Experts and officials say there’s no evidence to support that claim.

On migrant totals: Trump repeated that “25 million” migrants entered under Biden. Recorded encounters through December 2024 were under 11 million, with many expelled; even adding estimated “gotaways” does not approach 25 million.

On the 2020 election: Trump again called it “rigged.” There is no evidence the 2020 election was stolen; Biden won legitimately.

On drug deaths: Trump claimed 300,000 Americans died from drugs “last year.” CDC data for the 12 months ending December 2024 show about 81,000 overdose deaths — far below 300,000.

On Portland: Trump said the city was “burning down.” While there were isolated protest incidents, the broader city was not burning and has been functioning normally.

On CNN coverage: Trump claimed CNN turned off its camera after he criticized the network. A pool photojournalist filmed continuously, and CNN aired the remarks live before moving to analysis later.
