Supreme Court Allows Trump to Pause Full SNAP Payments During Shutdown Dispute

The Supreme Court has temporarily allowed the Trump administration to delay full food stamp payments for tens of millions of Americans, deepening uncertainty for families struggling during the ongoing government shutdown.

Justice Ketanji Brown Jackson issued a short-term order Friday halting a lower court ruling that required the U.S. Department of Agriculture to immediately transfer $4 billion to fund full Supplemental Nutrition Assistance Program (SNAP) benefits for November. The pause gives an appeals court additional time to review the case but leaves many recipients unsure when they’ll receive their full allotments.

The administration argued that complying with the lower court’s order so quickly was impractical, warning it could trigger funding complications across multiple states. U.S. Solicitor General D. John Sauer said the situation was a “crisis occasioned by congressional failure” and insisted only Congress could resolve the underlying funding shortfall.

The decision came after U.S. District Judge John McConnell ruled Thursday that the government must pay full SNAP benefits this month, calling the administration’s delays “arbitrary and capricious.” His order prompted several states, including Kansas and Pennsylvania, to begin distributing full payments immediately, while others awaited federal guidance.

Kansas Gov. Laura Kelly said her state had already issued benefits to 86,000 households, many of them families with children, seniors, and people with disabilities. In Pennsylvania, Gov. Josh Shapiro announced that residents would begin receiving their full benefits by midnight Friday.

The legal fight over SNAP funding has become one of the most visible and consequential battles of the shutdown. With roughly 42 million Americans relying on food assistance, the court’s decision to pause full payments — even temporarily — has left many families in limbo.
