$50 Million Power Project to Bring Major Energy Upgrades to Coachella Valley by 2028

The Imperial Irrigation District (IID) is preparing to launch more than $50 million in major energy infrastructure projects that officials say will dramatically expand electrical capacity and reliability across the Coachella Valley. Plans include constructing a brand-new substation in Thousand Palms and upgrading another in La Quinta—projects that together are expected to deliver electrical service to approximately 12,000 additional customers.

“These projects will allow more energy to be carried into key areas including Cook Street and Avenue 58 in La Quinta,” an IID spokesperson explained. “Another substation strengthens reliability, gives us more flexibility to reroute power, and reduces strain on the system.”

Local leaders say the upgrades could not come at a better time. Rancho Mirage Mayor Lynn Mallotto noted that rapid development across the valley has pushed existing substations close to or beyond capacity.

“For years our city has been committed to building needed housing,” Evans said. “But we learned during the entitlement process that delivering power to these new developments had become a major barrier. In the last three to five years, we’ve seen every substation in the area reach or near capacity.”

The enhanced infrastructure will not only support incoming housing projects, but it will also allow IID to reorganize and reprioritize energy distribution throughout the region. Private developers and regional partners—including cities, the county, and local agencies—are also contributing to long-term planning and infrastructure coordination.

“Development continues to grow throughout the valley,” IID officials said. “Meeting those needs requires collaboration at every level, and this is one way of doing that.”

Construction on the new Thousand Palms substation is scheduled to begin in 2027, with both projects expected to be completed by the summer of 2028.
