A spokesperson for higher education policy says the loan caps are designed to push down tuition prices, arguing that schools charging above-market costs may be forced to reconsider pricing. But many in the nursing community say the change does nothing to address rising education expenses and would instead block students from pursuing rigorous programs that prepare them for essential roles in the health-care system.

Nurses say the bottom line is simple: reducing access to financial aid could deepen the nurse shortage, delay care, and leave communities without enough highly trained professionals.
