Data-Center Boom for AI Is Pitting States Against Each Other Over Energy Costs
The rapid expansion of data centers fueling artificial intelligence has stirred tension among U.S. states — as communities weigh the benefits of tech investments against rising utility bills and strain on shared power grids.
Leaders in states such as New Jersey and Virginia have publicly sparred over the growth of data centers in their regions. While the industry brings jobs and tax revenue, many are criticizing the burden it places on energy supply and ratepayers. Some politicians argue that data centers are “sucking all the power out of our market,” leading to sharp increases in utility costs for ordinary residents.
The problem is partly structural. In regions where states share a power grid — such as the PJM system in the Mid-Atlantic — the surge in demand from data centers can ripple across state lines. Some states produce excess energy, others depend on imports — but when demand spikes, the strain can raise rates for everyone. In recent years, utility bills in some states have jumped more than 20 percent, prompting local protests and political pushback.
Still, data center operators argue their campuses bring significant economic benefit. For rural or economically struggling areas, a center can mean infrastructure investment, jobs, and a path toward modernization. But critics say those gains don’t justify what communities ultimately pay in higher energy costs, environmental stress, and lost grid stability.
Some state officials call for balance: permitting data center growth only under conditions that require sustainable energy usage, demand-response commitments, or fees to offset the costs data centers impose on public infrastructure. Others demand that tech firms “pay for the spillover” — meaning they should shoulder the additional energy and environmental costs rather than shifting the burden to residential ratepayers.
