Report: U.S. diplomats demoralized and less effective after Trump administration changes

A new report from the American Foreign Service Association paints a bleak picture of morale inside the U.S. diplomatic corps, claiming sweeping changes under the Trump administration have left career diplomats discouraged and less able to carry out their work.

According to the survey, 98 percent of foreign service officers say morale has declined significantly since January. A third are considering leaving early, while 25 percent of the foreign service workforce has already exited due to resignations, retirements, agency dismantling, or removals from key posts.

Much of the disruption stems from major restructuring efforts at the State Department and cuts to foreign assistance programs. More than 240 foreign service officers received termination notices this summer tied to a government-wide reduction in force. USAID was among the agencies most impacted.

AFSA President John Dinkelman warns the foreign service is being “systematically undermined,” arguing that the nation’s credibility and diplomatic capacity are at risk. Survey respondents say reduced staffing, heavier workloads, and diminished global trust are making it harder to execute U.S. foreign policy.

Despite praise for foreign service talent from Secretary of State Marco Rubio upon his arrival earlier this year, career diplomats say their expertise has increasingly been sidelined. Instead, President Donald Trump has relied on a small circle of personal associates to lead high-stakes international negotiations.

AFSA argues that the termination process violates federal law while the government is funded under a continuing resolution. The State Department disputes that, citing previously initiated reduction procedures. AFSA says legal action is forthcoming as the department prepares to finalize dismissals this week.

As global challenges mount, critics warn that weakened diplomatic institutions could leave the U.S. less prepared to navigate crucial international crises.
