911 calls reveal urgency and heartbreak during deadly Texas Hill Country floods

Heart-wrenching 911 calls have been released from the deadly Texas Hill Country floods that swept across the region in the early hours of July 4, capturing minute-by-minute desperation as residents begged for rescue.

The floodwaters surged with astonishing speed, rising from about 3 feet to nearly 30 feet in under an hour along portions of the Guadalupe River. A total of 136 people died across the region, including more than 100 in Kerr County and campers caught by the raging current. The disaster overwhelmed the Kerrville Police Department’s Telecommunications Center, which fielded 435 calls within six hours.

One of the earliest calls came from the general manager of a local resort, warning that more than 100 guests were in danger as water levels climbed rapidly. Soon after, dispatchers received open-line calls filled only with the sound of rushing water and terrified voices pleading that they could not move to safety.

With just two dispatchers on duty when the emergency first began, staff struggled to manage the surge in calls, repeatedly urging callers to climb to higher floors as first responders raced to reach them. Officials later acknowledged that some callers did not survive.

The catastrophic flooding prompted intense scrutiny of the area’s emergency warning systems. Families of victims have since filed lawsuits, and Texas lawmakers passed new safety laws requiring improved emergency preparedness for camps and recreation areas located near waterways.

Local leaders say releasing the unredacted calls is painful but necessary to help the community understand what happened and continue the long process of healing.
