New National Security Strategy Signals Major Foreign Policy Shift Under Trump Administration

The White House has quietly released a new national security strategy that outlines sweeping policy changes under the Trump administration, including a significant shift in how the United States approaches its alliances and global military presence. The 33-page document emphasizes “America First” priorities and intensifies the administration’s focus on foreign policy realignment.

One of the most substantial changes involves U.S. strategy in the Western Hemisphere. The administration calls for a strengthened Coast Guard and Navy presence to counter drug trafficking and migration, and suggests lethal force may be used when necessary. The plan is framed as a modern interpretation of the Monroe Doctrine, supporting U.S. dominance in the region to protect national security and economic interests.

The strategy also references the ongoing campaign against suspected drug vessels at sea — a series of strikes that has resulted in dozens of deaths and has raised legal concerns among lawmakers and international experts.

The document takes an especially strong stance on Europe, warning of political and economic instability and expressing fear that demographic shifts could reshape alliances in the coming decades. It urges the U.S. to actively influence European politics, calling for “cultivating resistance” to what the administration describes as Europe’s current trajectory.

It also argues that European governments are obstructing U.S. efforts to end the war in Ukraine and restore stability with Russia. The strategy claims that an expedited end to hostilities would help prevent further escalation and support the long-term viability of Ukraine.

On China, the administration proposes a dual approach: containing Beijing’s military influence while maintaining economic ties through “reciprocity and fairness” to support U.S. economic growth into the next decade. The strategy identifies preventing conflict over Taiwan as a priority, primarily through continued military deterrence.

The administration describes alliances as practical tools rather than enduring commitments, stating that U.S. partnerships will be leveraged strategically to meet national interests rather than upheld out of tradition.

European officials say they have not yet reviewed the strategy and are not prepared to respond to its assertions. The plan is expected to fuel continued debate in Washington and among international allies over the direction of U.S. foreign relations.
