House GOP Centrists Break With Speaker Mike Johnson in Fight Over Obamacare Subsidies

A bloc of House Republican centrists has taken an extraordinary step in its growing clash with Speaker Mike Johnson, siding with Democrats to force a vote on extending Affordable Care Act subsidies set to expire at the end of the year.

The move, often described on Capitol Hill as the “nuclear option,” allows Democrats to effectively seize control of the House floor by using a discharge petition to bring their own bill up for a vote. The maneuver highlights deep divisions within the GOP as party leaders, moderates and hardliners have failed to agree on how to address the looming expiration of enhanced Obamacare tax credits.

The effort is being led by Reps. Brian Fitzpatrick of Pennsylvania and Mike Lawler of New York, along with Reps. Rob Bresnahan of Pennsylvania and Ryan Mackenzie. The centrists say they acted out of frustration after GOP leadership repeatedly blocked votes on compromise legislation that would extend the subsidies for a shorter period and include reforms aimed at limiting costs and fraud.

Democrats’ bill would extend the subsidies for three years without those reforms, a proposal many Republicans oppose. Still, the centrists argue that allowing the subsidies to expire entirely would cause health insurance premiums to spike for tens of millions of Americans next year.

House GOP leadership is expected to move forward with a narrower health care proposal that does not address the expiring subsidies, virtually guaranteeing that the enhanced assistance will lapse. That outcome has intensified pressure on Johnson, who now faces the prospect of Democrats securing a major legislative victory in a GOP-controlled House early next year.

Johnson has defended his leadership, pointing to the House’s slim Republican majority and calling the situation unprecedented. He has not committed to allowing a floor vote on a compromise bill, though some lawmakers say discussions are still ongoing.

Democratic leaders, including House Minority Leader Hakeem Jeffries, have seized the moment, urging Johnson to bring the issue to the floor immediately rather than waiting until January, when the subsidies will already have expired.

The episode underscores the fragile balance of power in the House and the growing influence of centrist lawmakers willing to buck party leadership to force action on high-stakes policy issues.
