Congress Leaves Washington Until 2026, Allowing Enhanced Obamacare Tax Credits to Expire

Congress has left Washington for the holidays without voting to extend enhanced Affordable Care Act tax credits, allowing the subsidies to expire in just two weeks and potentially raising health insurance costs for millions of Americans starting January 1.

The credits, expanded during the Covid-19 pandemic, have helped lower monthly premiums for people who buy insurance through the Obamacare marketplaces. If they expire as scheduled, as many as 22 million Americans could see significant premium increases, with some forced to drop coverage altogether.

The decision has frustrated a number of moderate Republicans, who argued that allowing the subsidies to lapse without a replacement would cause widespread financial hardship. California Rep. Kevin Kiley called the outcome “a failure of leadership” on both sides, reflecting growing tension within the GOP.

While some Republicans say the subsidies prop up a flawed Democratic health care program, others have pushed for a bipartisan compromise to soften the impact. Several House centrists even joined Democrats in backing an effort to force a vote on extending the credits, defying party leadership in the process.

That move has set the stage for a potential showdown when lawmakers return in January. By then, the political stakes could be higher as consumers begin to feel the effects of rising insurance costs. A vote in the House is expected during the first week of the new year, and Senate centrists are weighing whether that legislation could serve as a vehicle for a compromise.

Senate Majority Leader John Thune said there may be a path forward if Democrats agree to reforms and other Republican-backed health care changes. Other Republicans, including Sen. Josh Hawley, have said the House bill could provide an opportunity for negotiations, even if it cannot pass the Senate in its current form.

House Speaker Mike Johnson defended ending the session without addressing the subsidies, arguing Republicans passed other health care measures aimed at lowering costs over time. Critics within his party say those bills do little to address the immediate affordability crisis looming in 2026.

With Congress now out of town, millions of Americans face uncertainty over their health coverage as lawmakers prepare for a contentious debate early next year.
