Palm Desert Launches Free Spay and Neuter Program, Becomes First Valley City to Ban Backyard Breeding
Palm Desert is taking new steps to address pet overpopulation and overcrowded animal shelters across the Coachella Valley. City officials announced a free spay and neuter voucher program set to begin in January 2026, alongside new enforcement efforts targeting illegal backyard breeding.
The initiative is designed to support Riverside County Animal Services and help break the long-standing cycle of pet overpopulation that continues to strain shelters throughout the region. Palm Desert has now become the first city in the Coachella Valley to officially ban backyard breeding.
Under the new ordinance, violators could face fines of up to $250 per day and may be required to appear in court. City leaders say the penalties are intended to discourage unregulated breeding practices that contribute to overcrowded shelters and increased euthanasia rates.
The free voucher program is being offered in partnership with Animal Samaritans. Palm Desert residents can receive spay or neuter services for their pets at no cost, with procedures performed through Loving All Animals and fully funded by the city.
City officials say the goal is to contribute directly to countywide animal welfare efforts. By covering the full cost of the vouchers, Palm Desert hopes to remove financial barriers that often prevent pet owners from spaying or neutering their animals.
Residents can pick up vouchers at the Palm Desert Library. To qualify, participants must provide a valid photo ID and proof of Palm Desert residency. Each household is eligible to receive up to four vouchers per year.
The city is also encouraging residents to report suspected backyard breeding violations anonymously through the Palm Desert City app, as enforcement ramps up alongside the new program.
