California Governor Gavin Newsom used his final State of the State address to draw a clear contrast between his vision for California and the direction of the federal government under President Donald Trump, positioning the state as a national “blueprint” amid what he described as a “carnival of chaos” in Washington.

Speaking before a joint session of the California Legislature, Newsom framed the state as a beacon of democracy, innovation, and resilience, arguing that California offers an operational model other states can follow. The speech comes as Newsom enters the final year of his second term and continues to fuel speculation about a potential presidential run in 2028.

Newsom highlighted California’s recent political wins, including voter approval of Proposition 50, which allows mid-decade redistricting and could add Democratic seats in Congress ahead of the 2026 midterms. He defended the move as necessary to counter Republican-led redistricting efforts in other states, saying Democrats must be willing to “fight fire with fire.”

The governor also took aim at Trump’s domestic agenda, criticizing federal cuts to Medicaid and social programs and accusing the administration of undermining democratic norms. He emphasized California’s legal challenges against the federal government, particularly over withheld funding, and warned against the use of military force in American cities without justification.

Before Newsom’s address, Assembly Speaker Robert Rivas led a moment of silence for Renee Good, who was killed by an ICE agent in Minneapolis, underscoring tensions surrounding immigration enforcement. Newsom said the federal government has become unrecognizable, prioritizing the powerful over the vulnerable.

Domestically, Newsom defended his record on affordability and economic policy, pointing to minimum wage increases, the launch of California’s generic drug program offering insulin, and early data showing a drop in unsheltered homelessness. He also signaled plans to crack down on large investors buying single-family homes, echoing recent comments from the president on institutional home ownership.

Republicans were quick to criticize the speech, accusing Newsom of portraying an unrealistic version of California. The state GOP chair said Californians are living in a far different reality than the one described by the governor.

As Newsom prepares to leave office in January 2027, the address served both as a defense of his tenure and a preview of how he may present California’s record on a national stage.
