Debate Grows Over Future of San Francisco Zoo as Proposal Calls for EcoPark Replacement

A campaign is underway to replace the aging San Francisco Zoo with a new ecological park, igniting debate over the future of one of the city’s longest-running attractions.

Longtime animal rights activist Justin Barker is leading the effort, proposing a concept known as EcoPark SF. The idea would transform the zoo’s 100-acre property into a conservation- and education-focused space that eliminates traditional animal enclosures. Barker says the goal is to create a modern destination where families can learn about wildlife without animals being kept in captivity.

The proposal, which currently exists as a conceptual map, is estimated to cost about $350 million. Barker acknowledges the project would require strong backing from City Hall and significant donor support. While he founded SF Zoo Watch and has advocated for zoo reform for decades, he does not have direct experience managing a zoo.

San Francisco Zoo officials have pushed back, calling the plan unrealistic. In a statement to ABC7 News, co-CEO Cassandra Costello said the proposal does not reflect the complexity of caring for animals, conserving species, or operating a major public institution. Zoo leadership says it has already begun work on a long-term master plan in partnership with animal experts, city officials, and community stakeholders.

The debate comes as the zoo faces financial challenges, including a reported $6.3 million operating deficit in fiscal year 2025. Attendance dropped during the COVID-19 pandemic, though zoo officials report a 53% increase in attendance in December compared to the previous year.

Public opinion remains divided. Some residents say the zoo should remain as it is, emphasizing its value to children and families, while others believe the facility needs a major overhaul. Barker argues that San Francisco should embrace bold, innovative ideas and says the zoo requires significant changes to remain viable.

For now, the EcoPark SF concept has no formal approval, but it has reignited broader conversations about animal welfare, conservation, and the future of public spaces in San Francisco.
