Trump’s Double Pardon Highlights Expansive Use of Presidential Clemency in Second Term

President Donald Trump is drawing renewed attention for his aggressive use of presidential clemency during his second term, highlighted this week by an unprecedented double pardon granted to the same individual.

Trump issued a wave of pardons on Friday, including one for Adriana Camberos, who had already received a pardon during Trump’s first term. Camberos was convicted again in 2024, this time in connection with a Justice Department case involving deception in the resale of wholesale groceries and other goods. Her earlier pardon, granted in 2021, stemmed from an unrelated fraud conviction. Legal analysts say while the move is unusual, it is fully within the president’s constitutional authority.

CNN senior legal analyst Elie Honig said he could not recall a modern example of someone receiving two separate pardons in different cases, though he noted the president’s pardon power is effectively unlimited.

More broadly, Trump’s second term has seen a sharp escalation in clemency grants. About one year into his term, Trump has issued roughly 1,609 pardons and commutations, compared with just 148 over the entirety of his first term. Even excluding approximately 1,500 January 6-related pardons, his clemency use still far outpaces his earlier presidency.

By comparison, President Joe Biden issued no pardons during his first year in office and later granted about 80 pardons overall, along with a record 4,245 commutations, many tied to non-violent drug offenses. President Barack Obama granted 212 pardons over two terms.

Honig said it is historically uncommon for presidents to issue pardons so frequently and so early, noting that many wait until the end of their term. Trump, however, has issued pardons on a rolling basis, a move Honig said could reflect a willingness to accept political consequences.

A central figure in Trump’s clemency strategy is Alice Marie Johnson, whom he appointed as the White House’s first-ever pardon czar. Johnson previously served 21 years of a life sentence for a nonviolent drug offense before Trump commuted her sentence in 2018 and granted a full pardon in 2020. She now advises the president on clemency recommendations.

Trump’s second-term pardons have spanned several categories, including January 6 defendants, political allies, donors, cryptocurrency figures, and high-profile individuals. Among the most controversial were sweeping pardons for nearly all individuals convicted in connection with the January 6, 2021, attack on the US Capitol, including leaders of extremist groups.

The breadth and pace of Trump’s clemency decisions continue to raise questions about precedent, accountability, and the evolving role of presidential pardon power.
