Democrats Begin 2028 Primary Calendar Fight as 12 States Vie to Go First

Democrats are officially kicking off the battle over their 2028 presidential primary calendar, as 12 states have submitted applications seeking an early spot in the nomination process.

The selection will be made by the Democratic National Committee, which plans to choose one state from each of four regions — East, Midwest, South, and West — with the possibility of adding a fifth. The move comes as the party prepares for a wide-open 2028 race with no Democratic president at the top of the ticket.

For decades, the Democratic primary calendar mirrored Republicans, with Iowa and New Hampshire leading the way. That changed after the 2020 Iowa caucuses and renewed criticism over a lack of diversity in early voting states. Ahead of the 2024 election, Democrats reshaped the calendar, elevating South Carolina, adding Michigan and Georgia, and removing Iowa from the early window.

Now, states are once again making their case. In the East, New Hampshire is seeking to reclaim its long-held first-in-the-nation role, arguing its small size and large number of independent voters test candidates effectively. Delaware counters that it offers greater racial and demographic diversity.

In the Midwest, Iowa points to its history of elevating lesser-known candidates, while Illinois and Michigan emphasize diversity and battleground relevance. Michigan Democrats argue early investment in the state pays off in the general election.

Southern states make up the largest group of applicants. South Carolina is pushing to retain its top spot, citing its large Black electorate and consistent support for eventual Democratic nominees. Virginia highlights its mix of suburban, rural, and military communities. Georgia, North Carolina, and Tennessee say an early primary would signal renewed Democratic investment in the region, though some would need Republican-led legislatures to approve date changes.

In the West, Nevada and New Mexico point to their large Latino populations and general election importance. Nevada Democrats argue the party cannot afford to begin its nominating process in states that are overwhelmingly white or less competitive.

The DNC’s rules and bylaws panel will evaluate applications based on fairness, rigor, and efficiency, with discussions set to begin later this month. The final decision is expected to play a major role in shaping campaign strategies for the 2028 race.
