TikTok Deal Finalized, Securing App’s Future in the United States
The deal to secure TikTok’s long-term future in the United States has officially closed, just one day before a federal deadline requiring the app’s U.S. assets to be spun off from its Chinese parent company.
According to the company, the newly formed joint venture acquiring TikTok’s U.S. operations has been formally established and announced its leadership team. The move concludes years of debate over national security concerns tied to the popular social media platform.
The joint venture will operate as a majority American-owned entity and is designed to protect U.S. national security through safeguards covering data protection, algorithm security, content moderation, and software oversight. The company said these measures are intended to ensure the safety of U.S. users while allowing the app to continue operating without disruption.
The new entity will be led by Adam Presser as CEO and Will Farrell as chief security officer. Oversight will come from a board that includes TikTok’s U.S. CEO Shou Chew, an executive from Oracle, and representatives from several investment firms, including Silver Lake, Susquehanna International Group, and Emirati-backed firm MGX.
The deal transfers control of TikTok’s U.S. user data and most domestic operations to the joint venture. Oracle will oversee the storage of American user data, while the new company will take responsibility for content moderation in the U.S. ByteDance will retain a minority stake but will no longer control U.S. operations.
The agreement follows a law signed in 2024 requiring TikTok to either separate from ByteDance or face a U.S. ban. President Donald Trump repeatedly delayed enforcement while negotiations continued and approved the deal last fall as a qualified divestiture under federal law.
For TikTok’s more than 200 million U.S. users, the transition is not expected to bring immediate or noticeable changes to the app’s functionality. However, the recommendation algorithm may gradually shift as it is retrained using U.S.-based data under American oversight.
Questions remain about how China will respond to the finalized deal, as Beijing has not yet publicly addressed the agreement.
