Trump Administration Expands Global Abortion Policy to Include DEI Restrictions
The Trump administration announced a major expansion of the Mexico City Policy, a long-standing rule that restricts U.S. government funding for organizations involved in abortion-related services overseas. Under the new directive, funding will also be blocked for nongovernmental organizations that the administration says promote diversity, equity and inclusion initiatives or what it describes as “gender ideology.”
Vice President JD Vance unveiled the expanded policy Friday while speaking at the annual March for Life rally in Washington, D.C. He said the move is aimed at protecting life and ensuring U.S. taxpayer dollars are not used to support policies the administration opposes.
Originally established during the Reagan administration, the Mexico City Policy — often referred to by critics as the Global Gag Rule — has historically barred U.S. funding for foreign organizations that perform or promote abortions. The policy has routinely been reversed by Democratic administrations and reinstated by Republican ones.
According to administration officials, the new expansion applies not only to foreign NGOs, but also to international organizations and U.S.-based NGOs that receive federal foreign assistance. Officials say the changes broaden the policy’s scope from roughly $8 billion in global health funding to more than $30 billion in foreign aid.
The announcement comes amid pressure from anti-abortion advocates urging the administration to take additional steps to restrict access to abortion, including medication abortion. Vance acknowledged concerns from social conservatives that progress has been too slow but emphasized what he described as long-term gains made by the movement.
President Donald Trump also addressed the rally through a pre-recorded message, highlighting his judicial appointments as part of the administration’s broader approach to abortion policy.
The expanded policy is expected to face legal and political scrutiny, particularly from advocacy groups and international organizations affected by the funding restrictions.
