Trump Signs Spending Bill Ending Government Shutdown, Sets Two-Week Deadline for ICE Funding Talks

President Donald Trump signed a wide-ranging spending package into law Tuesday, bringing a three-day partial government shutdown to an end — while starting the clock on a new funding deadline for the Department of Homeland Security.

The bill, which funds roughly three-quarters of federal agencies, passed the House earlier in the day after intense negotiations among Republican leaders. The measure provides stability for most government operations but only temporarily funds DHS, setting up another potential shutdown in two weeks if lawmakers fail to reach an agreement.

House Speaker Mike Johnson and GOP leadership worked aggressively behind the scenes to secure enough votes, facing resistance from some conservatives who pushed to attach stricter voter ID requirements to the package. That effort ultimately failed, with party leaders choosing to move forward without the voter ID provision to avoid a prolonged shutdown.

The legislation slightly reduces overall federal spending while maintaining funding for programs such as the National Institutes of Health, Pell Grants, and election security. It also includes priorities backed by Trump, including a military pay raise and new investments in air safety. At the same time, it cuts funding for international aid programs following last year’s closure of USAID.

Despite the broader agreement, Congress was unable to finalize a budget for the Department of Homeland Security. Lawmakers now have two weeks to negotiate DHS funding, which covers agencies including TSA and FEMA.

The upcoming talks are expected to focus heavily on immigration enforcement, particularly Immigration and Customs Enforcement, following heightened national scrutiny after recent fatal encounters involving federal agents in Minneapolis.

Trump privately agreed to the short-term DHS funding extension with Senate Majority Leader Chuck Schumer to ease tensions and give both parties time to negotiate changes to federal law enforcement policies.

If no deal is reached, DHS could face another shutdown, setting up what congressional leaders are already calling the next major political battle on Capitol Hill.
