Department of Homeland Security Shuts Down as Democrats Demand ICE Reforms

The Department of Homeland Security is now in a partial shutdown after lawmakers failed to reach an agreement on funding, with Democrats refusing to move forward without reforms to President Trump's mass deportation program.

Congress left Washington for recess without a plan, meaning the shutdown could last a week or more.

The standoff comes as the administration announced it would scale back ICE operations in Minnesota following the deaths of two American citizens—Renne Good and Alex Pretti—at the hands of immigration officers.

"A significant drawdown has already been underway this week and will continue to the next week," said Tom Homan, the administration's border czar.

Democrats are pushing for several changes before they'll approve funding:

  • -- Body cameras on all ICE agents

  • -- A ban on agents wearing masks during operations

  • -- Judicial warrants required before ICE arrests

  • -- A uniform code of conduct for ICE operations

The shutdown impacts FEMA, the Coast Guard, and TSA—but not ICE. Republicans gave the agency more than $75 billion in last summer's budget bill, so deportation operations will continue regardless.

Republicans say they're willing to negotiate, with Senator Josh Hawley urging Democrats to reconsider. With Congress on recess, a resolution likely won't come until lawmakers return—leaving the shutdown to drag on through the week.
