Navy Secretary John Phelan Resigns Effective Immediately Amid Iranian Port Blockade

PENTAGON — Navy Secretary John Phelan is leaving his position "effective immediately," according to an announcement made by the Pentagon on Wednesday. The sudden departure of the Navy’s top civilian official comes at a critical time for the sea service as it continues to enforce a high-stakes blockade of Iranian ports.
The leadership transition was announced via social media, with officials confirming that Undersecretary Hung Cao will assume the role of Acting Secretary of the Navy. Unlike Phelan, who is a businessman with no prior military service, Cao is a 25-year Navy combat veteran and retired captain. He previously served as the 35th United States Under Secretary of the Navy and ran for both the U.S. House and Senate in Virginia.
While the Pentagon has not officially specified the cause of Phelan’s sudden exit, reports suggest he was given the choice to either resign or be fired. Phelan was a significant donor to President Trump’s campaign, raising millions of dollars before his nomination in late 2024. His tenure was marked by some criticism regarding his lack of military or civilian leadership experience within the service prior to taking office.
The shift in leadership occurs as the U.S. Navy maintains an aggressive posture near the Strait of Hormuz. Despite an ongoing two-week ceasefire in the conflict with Iran, the U.S. military has continued to intercept and redirect vessels tied to Tehran. To date, naval forces have redirected 29 vessels to return to port and have conducted boardings of at least two ships since the ceasefire began.
Phelan’s departure is the latest in a series of high-level leadership changes within the Trump administration's defense department. The Pentagon stated they are grateful for Phelan’s service and wish him well in his future endeavors as Acting Secretary Cao takes command of administrative and policy matters during the current regional tensions.
