FEMA Reinstates Whistleblowers as DHS Secretary Mullin Reverses Noem-Era Policies

FEMA has reinstated a group of whistleblowers who were previously sidelined after warning that the dismantling of the agency could lead to a disaster-response breakdown on the scale of Hurricane Katrina. The move is part of a broader reset within the Department of Homeland Security (DHS) under new Secretary Markwayne Mullin.

The 14 staffers, who signed an open letter to Congress last August known as the Katrina Declaration, were directed to return to work this Thursday. Their reinstatement follows months of administrative leave and investigations initiated under former Secretary Kristi Noem, who was fired by President Trump last month.

Mullin has spent the first weeks of his tenure unwinding some of Noem’s most contentious policies. Mullin has also moved to pause and reverse staffing cuts that had driven out more than 20% of the agency's workforce.

In a significant leadership shift, President Trump is now expected to nominate Cameron Hamilton to serve as the permanent FEMA administrator. Hamilton was abruptly fired from the acting role last year after breaking from the administration's previous rhetoric and testifying to Congress that the agency should not be eliminated.

While the reinstatements and policy reversals aim to stabilize the workforce, senior officials remain concerned about readiness for the upcoming 2026 hurricane season, which begins in just 30 days. Insiders warn that the leadership exodus and loss of human capital under the previous DHS leadership may take years to fully rebuild.

A FEMA spokesperson stated that the agency is taking targeted steps to ensure a strong, deployable surge force for upcoming national events, including the FIFA World Cup and potential natural disasters.
