Seniors Under Siege: Carlsbad Roofer Launches Online Tool to Fight Predatory 'Scare Tactic' Scams
CARLSBAD, CA — For seniors living in Southern California, the high cost of homeownership is often matched by the high risk of predatory repair scams. Following a recent string of "scare tactic" solicitations targeting older residents, one local business leader is fighting back with a new digital tool designed to bring transparency to the roofing industry.
Martin Carr, CEO of Roof Maxx in Carlsbad, says he has seen a disturbing trend of contractors overquoting seniors by as much as $10,000 to $15,000 over the actual cost of repairs.
"If the roofing company comes around and tells them their roof is about to collapse, it scares them," Carr said. "That’s where the scams happen."
The Victim's Perspective
The reality of these predatory tactics became clear to Leslie Wisner, a 78-year-old Carlsbad resident, after her roof was damaged during a Santa Ana wind event. Wisner, who uses a wheelchair, found herself at the mercy of sales representatives because she was physically unable to inspect the damage herself.
"I called about 25 different people. I got so many bids. I was so tired of it," Wisner said. She recounted one particularly aggressive incident where a salesperson refused to leave her home, seemingly emboldened by her physical vulnerability. "Because I was in my wheelchair, he thought maybe he could take advantage of me."
Scam Red Flags for Homeowners
According to Carr, the "collapse" narrative is a classic red flag. Scam artists often use high-pressure environments to force seniors—many of whom are on fixed incomes—into signing contracts for total roof replacements when only minor repairs are necessary.
"Seniors particularly don't have $15,000 to $20,000 to spend, you know; they're on low income year in, year out," Carr noted.
The Digital Solution
To level the playing field, Carr is currently developing an online calculator. The tool allows homeowners to:
Upload their address: Using satellite imagery and local data to assess roof size.
Receive an accurate estimate: Providing a baseline price for both repairs and full replacements.
Compare bids: Helping consumers identify when a contractor is significantly overcharging.
Carr’s goal is to ensure that the elderly population can afford to remain in their homes without the fear of being exploited. For Wisner, the experience served as a stark reminder of the importance of "doing your homework," though she acknowledges that many seniors may not have the resources or the mobility to do so effectively.
As the industry moves toward more transparent pricing models, consumer advocates remind residents to always verify a contractor's license through the California Contractors State License Board (CSLB) before signing any documents.
