Decision 2026
Art Hodges Challenges Incumbent Steve Padilla in California State Senate Race
California’s 18th State Senate District is one of 40 senate districts across the state and covers a large portion of Southern California, including South San Diego County, Imperial County, eastern Riverside County and parts of San Bernardino County.
The district is currently represented by Democrat Steve Padilla of Chula Vista, who is seeking a second term in office.
Republican challenger Art Hodges says he decided to run after retiring from a 40-year career as a pastor. Hodges says affordability issues facing California families, including his own children, motivated him to enter politics.
During an interview with NBC Palm Springs, Hodges pointed to California’s high housing costs and poverty rates as major concerns for voters throughout the district.
Hodges also addressed border security and environmental issues, including the decades-long sewage overflow problem originating from Tijuana that has impacted beaches and coastal communities in Southern California.
When discussing faith and politics, Hodges said he is not promoting a specific religion or denomination, but instead believes the country was founded on principles allowing people to freely practice their faith.
Hodges also criticized longtime political leadership, arguing that more action is needed to address ongoing regional challenges.
NBC Palm Springs reached out to Senator Padilla for comment, but he was unavailable for an interview.
Padilla has represented the district since January 2021 and is widely known for supporting policies focused on voting rights, immigration reform and climate action.
The race is expected to draw attention as voters prepare for California’s upcoming primary election.
