Trump Memorial Arch Clears Initial Planning Vote, Traffic and Design Questions Remain

The National Capital Planning Commission has given preliminary approval to President Donald Trump's proposed 250-foot memorial arch at Memorial Circle near Arlington National Cemetery, though commissioners raised significant concerns about the project's impact before it can move forward.

During Thursday's meeting, the commission approved the proposal's initial planning phase while identifying several issues that require further review, including traffic congestion, pedestrian safety, nighttime lighting, the structure's height, and its effect on the surrounding landscape.

The proposed arch would be built at Memorial Circle, a heavily traveled gateway near Arlington National Cemetery that already experiences frequent traffic congestion.

Transportation emerged as one of the commission's primary concerns. Officials warned that the monument could create traffic backups stretching as much as a half-mile onto nearby George Washington Parkway and Washington Boulevard. The project would also require new traffic signals, crosswalks, and pedestrian infrastructure to safely accommodate visitors.

Design team members told commissioners that pedestrian safety is a key consideration, noting that visitors often take the shortest route to their destination rather than using designated crosswalks.

Project estimates indicate that as many as 900 pedestrians per hour could attempt to reach the center of the arch, creating the need for additional traffic controls that could further slow vehicle traffic around Memorial Circle.

The proposal also drew significant public opposition during the hearing. Several speakers urged commissioners to reject the project, arguing that Memorial Circle serves as an open, reflective space that complements the solemn character of nearby Arlington National Cemetery and should remain free of large new structures.

Beyond transportation concerns, commissioners also questioned the proposed height of the arch, nighttime lighting plans, and whether the monument would add visual clutter to what is currently an open public space.

The project must still receive final approval from the U.S. Department of the Interior before construction can begin. A timeline for that decision has not yet been announced.

Arlington County leaders have also submitted letters to the commission requesting a comprehensive review of the proposal's potential traffic impacts before any final approval is granted.
