New Housing Affordability Law Targets Supply, But Relief May Take Time
A major bipartisan housing affordability bill has officially become law, marking one of the most significant federal efforts in decades to address America's housing shortage.
The 21st Century Road to Housing Act became law Saturday after President Donald Trump declined to sign or veto the measure. Although Trump initially supported the legislation, he later criticized it and canceled a planned signing ceremony, saying other priorities deserved Congress' attention. Under the Constitution, the bill became law without his signature.
The legislation includes 47 provisions designed to increase housing supply, reduce costs, and improve access to affordable homes. Among its key initiatives are incentives for manufactured housing, support for converting office buildings into apartments, funding to rehabilitate older homes, and programs encouraging state and local governments to adopt zoning policies that allow more housing development.
The law also places new limits on large institutional investors by preventing companies that own more than 350 single-family homes from purchasing additional properties. However, it does not require existing investors to sell homes they already own.
Housing experts say the legislation is an important step but caution that meaningful improvements won't happen overnight. New homes take years to build, and many of the law's provisions depend on federal agencies, local governments, and developers putting new programs into action.
The measure also does not address several major challenges facing prospective homebuyers, including elevated mortgage rates, rising construction costs, inflation, and labor shortages that continue to affect the housing market.
For California residents, where home prices remain among the highest in the nation and affordability continues to be a major concern, the law could eventually encourage additional housing construction. However, experts say any noticeable impact on home prices or rents is likely to take several years.
Supporters call the legislation the most comprehensive federal housing reform in at least 30 years and say it lays the groundwork for future efforts to address the nation's housing affordability crisis.
