Second Fatal ICE Shooting in a Week Sparks Outrage, Demands for Answers

For the second time in less than a week, federal agents have shot and killed someone during an immigration enforcement operation, this time in Maine, setting off outrage in the community and demands for answers from lawmakers.

A vigil was held in Maine overnight as residents voiced their anger over the shooting. Video from the scene shows a white car driving in a circle while an ICE officer tries to grab the door handle, though it's not clear if this happened before or after shots were fired. Another video shows what appears to be federal agents pulling a limp body from the car and putting the man's hands behind his back.

ICE says the vehicle tried to flee and that an officer, fearing for public safety, fired his weapon. The agency says officers were at the home conducting surveillance tied to someone with a final order of removal, meaning that person had already been ordered to leave the country, when someone who was in the country illegally left the house in the car.

However, Maine Senator Angus King says Homeland Security Secretary told him directly that the man killed wasn't the person agents were after. "The person they were after was not the guy they ended up shooting," King said when speaking to CNN. "And then, as you say, the statement does not allege that the officer felt that he was in danger."

Two immigrant rights organizations tell NBC News the man killed was 26 years old and from Colombia, and that he was authorized to work in the U.S. and had been issued a Social Security number. Authorities have not publicly identified him.

The ICE officer involved was not wearing a body camera, the same issue raised in another recent fatal ICE shooting in Houston. In that case, Homeland Security says the man used his vehicle as a weapon against officers, though some Texas officials question that account, adding that man had lived in the U.S. for 35 years and also wasn't the person ICE was targeting.
