ACA Enhanced Subsidies Set to Expire, Leaving Millions Facing Higher Health Insurance Costs
Millions of Americans who rely on Affordable Care Act coverage may soon see their health insurance costs rise sharply, as enhanced federal subsidies are set to expire at the end of the year.
The additional premium assistance, first introduced as part of a 2021 COVID-19 relief package, helped make health insurance more affordable for lower- and middle-income households. While the original ACA subsidies will remain in place, the enhanced aid significantly reduced monthly premiums and expanded eligibility, helping drive record enrollment for 2025.
Without an extension, enrollees could face steep increases in 2026. According to health policy researchers at KFF, average annual premium payments could jump by more than $1,000, an increase of over 100 percent. Some consumers may decide to switch to less expensive plans with higher deductibles, while others could drop coverage altogether.
Congressional efforts to extend the subsidies have stalled. While the House is expected to vote on a Democratic proposal early next year, passage in the Senate remains uncertain. Previous attempts by both parties failed, even after the issue contributed to a record-long government shutdown this fall.
State health exchanges are already seeing the impact. Officials report fewer new sign-ups, more people delaying enrollment, and a shift toward lower-cost bronze plans that offer less coverage. In some states, affordability concerns are cited as a leading reason people are canceling or declining coverage.
Consumers are strongly encouraged to shop around rather than automatically renew their current plans. Health experts say updating income information, comparing options, and speaking with navigators or licensed agents can help people find more affordable coverage. Officials also warn consumers to be alert for scams, as fraudsters may exploit confusion around rising premiums.
If Congress does extend the enhanced subsidies in early 2026, state exchanges say they can update their systems and notify consumers, though regaining those who already dropped coverage could be challenging.
For now, experts say the key message is preparation: understand your options, compare plans carefully, and seek trusted help if needed.
