Governor Josh Shapiro Targets Four Pennsylvania House Seats in Major 2026 Midterm Gamble
HARRISBURG, PA — Governor Josh Shapiro is making a high-stakes play to ensure the Democratic path to a U.S. House majority runs directly through Pennsylvania. Committed to flipping four Republican-held seats, Shapiro has leveraged his political resume and a nearly $1 million campaign war chest to reshape the state’s political landscape ahead of the 2026 midterms.
Shapiro has donated $925,000 from his campaign account this cycle, including a $400,000 infusion in April alone. While the move is seen as a way to bolster his credentials for a potential 2028 presidential run, it is not without significant risk. The Governor has frustrated some members of his own party by intervening in competitive primaries, most notably in the 7th District, where he recruited and endorsed Bob Brooks, president of the Pennsylvania Professional Fire Fighters Association.
The endorsement of Brooks has become a lightning rod in the Lehigh Valley. While supporters argue Brooks’ working-class background as a former bartender and current small business owner appeals to swing voters, critics point to past controversial social media posts. Brooks recently apologized for sharing memes associated with the Three Percenters militia group and views on gun control that surfaced from 2019. Despite the friction, Shapiro maintains that Brooks is the best candidate to defeat Republican incumbent Ryan Mackenzie, who won the seat by just one percentage point in 2024.
Beyond the 7th District, Shapiro is targeting veteran Republican incumbents who have historically withstood Democratic waves. This includes Brian Fitzpatrick in the 1st District and Scott Perry in the 10th District. Fitzpatrick remains one of the toughest targets, having retained his seat in 2024 even as other districts shifted. However, Democrats are optimistic that with Shapiro at the top of the ticket for his own reelection, the "Shapiro effect" will provide the necessary coattails to oust longtime GOP fixtures.
The strategy also involves heavy outreach to the state's growing Latino population. In the 7th District, which is 23% Latino, local leaders have expressed concern that Brooks has not done enough to introduce himself to the community. Allentown Mayor Matt Tuerk, the city's first Latino mayor, has countered these claims, stating that Brooks is actively attending community events. Shapiro himself appeared on Spanish-language radio to emphasize that his support for Brooks is personal and rooted in the candidate's record of fighting for workers' benefits.
As the November showdown approaches, the Cook Political Report currently rates the 7th, 8th, and 10th Districts as "toss-ups." With President Trump not on the ballot to drive Republican turnout, Shapiro’s team is betting that a focus on "getting stuff done" and opposing federal "corruption" will resonate with Pennsylvania families. The outcome will serve as a definitive test of Shapiro's ability to lead his party to a statewide victory and cement his status as a national political powerhouse.
