GOP Braces for ‘Nightmare Week’ as DHS Funding Standoff Hits Critical Peak
Republican leaders on Capitol Hill are returning to Washington this Monday evening for what aides are calling a “nightmare week,” facing intense pressure to resolve a 72-day standoff over Department of Homeland Security (DHS) funding. The crisis has reached a tipping point following a shooting at the White House Correspondents’ Association Dinner this weekend, which highlighted the critical role of federal agents currently working without guaranteed pay.
Speaker Mike Johnson and Senate Majority Leader John Thune are navigating a fractured party as they attempt to pass a DHS funding measure before a previously approved $10 billion "rainy day fund" is depleted. Aides warn that federal workers, including Secret Service agents and Coast Guard personnel, may receive only one more paycheck before funds run dry. The Secretary of Homeland Security has signaled that the department will be out of money by the end of this week.
The internal GOP feud centers on how to handle immigration enforcement. While Senate leaders have shown a willingness to compromise with Democrats to provide partial funding, House conservatives are demanding a comprehensive package that includes strict federal immigration enforcement. Some hardliners, led by Rep. Chip Roy, have even introduced new demands, such as funding for a “secure ballroom” on White House grounds following the weekend’s gunfire.
Beyond the DHS crisis, Speaker Johnson must also manage other "must-pass" legislation that lacks unified support. This includes a contentious bill to renew the government’s spy powers under Section 702 of the Foreign Intelligence Surveillance Act (FISA), which privacy advocates within the party oppose. Additionally, a massive farm bill has drawn ire from the "MAHA" bloc of the GOP, further complicating the legislative calendar.
With such slim margins in the House, the path forward remains unclear. Johnson may be forced to rely on a coalition of Democrats to pass essential bills, a move that would likely deepen the animosity from his party’s right flank. As rank-and-file Republicans express growing frustration with the delays, the ability of leadership to satisfy both moderates and hardliners will be tested in the coming days.
