According to Humboldt County Sheriff William Honsal, forensic veterinarians on-site utilized mobile equipment to conduct immediate digital X-rays on 70 of the recovered carcasses, revealing that many of the deceased dogs suffered clear gunshot wounds or contained bullet fragments. One of those microchips traced directly back to a municipal animal shelter in Oakland, where the facility's director noted they had been explicitly assured the dog had already been adopted into a loving home. The discovery prompted detectives to secure an initial search warrant in May, seizing firearms, ammunition, hard drives, and financial logs from the property.
A deep dive into those seized documents revealed that between January 2025 and the spring of 2026, more than 900 dogs were legally transferred to Miranda's Rescue by private citizens and municipal shelters across the state, including Berkeley Animal Services and Oakland Animal Services, alongside substantial corporate stipends meant to pay for their long-term care and rehoming. While the rescue's owner, Shannon Miranda, repeatedly claimed the animals were successfully adopted out, investigators have only been able to confirm roughly 100 legitimate adoptions, leaving over 730 dogs entirely missing. Authorities allege that instead of housing the rescues, the facility systematically executed animals to continuously free up kennel space for incoming dogs and the lucrative placement fees that accompanied them.
Despite the ongoing excavations, the gruesome odor enveloping the neighborhood, and mounting public outrage, no formal arrests have been made or criminal charges filed against the owner or any rescue employees. Legal experts caution that the lack of immediate charges is not unusual given the complex evidentiary challenges unique to animal law. Matthew Liebman, a professor of animal law at the University of San Francisco, explained that cruelty investigations take significant time because victims cannot provide testimonies, forcing prosecutors to build airtight cases solely on forensic necropsies and digital trails. Additionally, animal law experts note that under California statutory code, euthanizing an animal with a firearm is not explicitly classified as animal cruelty on its own, meaning prosecutors must definitively tie the deaths to malicious intent, severe neglect, or a broader conspiracy.
In addition to potential felony animal abuse, investigators are building a comprehensive case focused on corporate grand theft, non-profit law violations, and systematic financial fraud. While the facility remains open and operating under a downsized capacity of approximately 50 remaining dogs, county animal control staff and private veterinarians are visiting the site multiple times per week to monitor the baseline health and weight of the surviving animals.
