California's Most Pet-Friendly Cities Revealed in New Data-Driven Study

Finding the ideal environment for a four-legged companion involves navigating a complex web of city infrastructure, housing expenses, and medical availability. To help pet owners identify the most accommodating urban areas in the Golden State, a new data-driven study released by HonestPet has evaluated and ranked California's major cities. The comprehensive index analyzed four critical quality-of-life pillars for pet ownership, normalizing data across municipal park access, overall walkability, the per capita concentration of veterinary services, and median rental costs.
According to the findings, San Francisco claims the top spot as California's most pet-friendly city, securing an overall index score of 57.45. Although the city features a high median monthly rent of $3,205.99, it completely outpaced the rest of the state in urban design metrics, earning the absolute highest scores for both park access and community walkability. When combined with an exceptionally strong density of veterinary professionals and expansive dog-friendly beaches and public spaces, the city offers an unparalleled level of convenience for metropolitan pet owners.
The tech-adjacent markets of the Bay Area swept the top tiers of the index. Berkeley landed in second place with an aggregate index score of 47.14, benefiting heavily from excellent walkability, abundant municipal green spaces, and high pedestrian safety. Its compact, highly accessible grid layout makes it an attractive destination for residents who enjoy navigating urban spaces with their animals on foot. Neighboring Oakland clinched the third spot with an index score of 38.72, merging above-average pedestrian scores with a reliable network of veterinary centers. San Mateo completed the top four with an index rating of 36.26, matching its northern neighbors with identical median rents of $3,205.99 but offering strong park integration.
Southern California cities dominated the middle of the leaderboard, anchored by more balanced housing expenditures. Long Beach placed fifth in the state with an index score of 34.79 and a lower median rent of $2,891.57, earning high marks for its coastal recreational spaces, dog beaches, and public trail systems. Pasadena followed closely in sixth place at 33.83, praised for its community-oriented atmosphere and walkable suburban lanes, while Santa Ana secured the seventh spot with a score of 33.67 due to its resilient neighborhood park infrastructure.
The remainder of the top ten highlighted the trade-offs between geographical convenience and financial affordability. Sacramento ranked eighth with an index score of 31.80, separating itself from coastal competitors by boasting a highly affordable median rent of $2,257.52. While the capital city recorded lower walkability metrics, it delivered a major advantage by featuring the highest veterinary availability in the study. Los Angeles secured ninth place with a score of 30.34, maintaining strong localized walkability and park networks, though researchers noted its immense geographical sprawl and urban density present daily navigational challenges for pet care. San Diego rounded out the top ten at 27.37, driven by a median rent of $2,913.91 and an unmatched veterinary density of 32.74 clinics per 100,000 residents, alongside world-famous dog beaches and parks. Further down the index, cities like Anaheim, Santa Clara, Irvine, and San Jose faced lower positions due to combined limitations in pedestrian infrastructure or highly prohibitive rental costs.
The study's underlying metrics underscore a massive shift in how Americans approach domestic animal companionship. Dr. Kelly Hood, a Doctor of Veterinary Medicine at Hampton Roads and an in-house expert at HonestPet, noted that domestic pet ownership has swelled significantly over the past decade, with nearly 95 million American households now caring for at least one animal. This boom has turned pet care into a massive economic force, with the national pet industry projected to surpass $158 billion. Hood emphasized that because a dog often represents a 10-to-15-year emotional and financial commitment, picking a home based on localized structural factors like safe walking paths, accessible green spaces, and reliable veterinary care is just as critical as analyzing an animal's specific breed or personality.
