Palm Springs Police Implement Safety Reforms After Festival Parade Crash
The Palm Springs Police Department has announced significant safety reforms following its administrative review of a motorcycle crash that injured 12 people during the December 7, 2024 Festival of Lights parade.
The incident occurred when several officers performed unsanctioned maneuvers. One officer lost balance and fell, causing his motorcycle to slide into the crowd of spectators lining the parade route.
The California Highway Patrol conducted the collision investigation and submitted its findings to the Riverside County District Attorney for review.
While awaiting the CHP report, Palm Springs Police initiated its own administrative review. The department acknowledged that supervisory oversight during the event fell short of expected standards.
New Safety Protocols
The police department has begun implementing key reforms based on the review's recommendations:
Event Safety Measures:
Prohibiting risky behavior by officers and parade participants through a clear citywide policy
Limiting police and fire vehicles to speeds under 15 miles per hour during parades unless responding to an emergency
Hiring a full-time special events supervisor dedicated to large event planning and crowd safety
Operational Changes:
Establishing clearer communication protocols between Traffic Sergeants and Motor Officers during large events
Retraining all management and supervisors on Incident Command Structure, implementing tighter command and control policies
Adopting a new Fatigue Management Protocol to ensure officers are physically and mentally prepared for high-stress or extended operations
"The police department is taking meaningful action not only to reform the way it operates, but to rebuild the public's trust," said City Manager Scott Stiles.
Police Chief Andy Mills stated the department accepts full responsibility for the incident and is committed to preventing similar occurrences.

UPDATE: The San Bernardino Sheriff’s Department have confirmed that one person has died and another two were injured after a home explosion on Ocotillo Rd in Twentynine Palms. Security camera video from a nearby neighbor captured the dramatic blast around 8:28 p.m., followed by a fire that brought a massive emergency response from fire and law enforcement agencies across the Morongo Basin. The burning structure has been confirmed as a residence at 6427 Ocotillo Ave. The cause of the explosion remains under investigation and the San Bernardino Sheriff’s Arson/Bomb Detail team is conducting the investigation.
