Trump Administration Rolls Back Key Biden-Era EPA Regulations on Forever Chemicals
The Trump administration announced on Monday that it is dismantling major Biden-era environmental regulations designed to protect the nation's municipal drinking water from cancer-causing per- and polyfluoroalkyl substances, widely known as PFAS or "forever" chemicals.
Environmental Protection Agency Administrator Lee Zeldin announced that the agency will "rescind and restart" the regulatory framework for four specific toxic compounds: perfluorononanoate (PFNA), perfluorohexanesulfonic acid (PFHxS), hexafluoropropylene oxide dimer acid (HFPO-DA, or GenX), as well as complex mixtures of these chemicals. Zeldin argued that the Biden administration failed to follow the procedural, step-by-step requirements mandates of the Safe Drinking Water Act, leaving the current rules highly vulnerable to a joint lawsuit filed by the American Chemistry Council and the National Association of Manufacturers.
While the administration is dropping limits on those four compounds, federal restrictions will remain in place for the two most heavily studied forever chemicals, perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS). However, Health and Human Services Secretary Robert F. Kennedy Jr. announced that municipal water systems will now be permitted to petition for a two-year compliance extension. This administrative shift pushes the final deadline for water utilities to meet federal safety standards back from 2029 to 2031. Kennedy asserted that modifying the timeline prevents the rules from being struck down completely by federal courts due to a rushed public comment period.
The decision drew immediate condemnation from environmental advocacy groups and public health organizations, who warn that the rollback places millions of Americans at risk of disease. Ken Cook, president and co-founder of the Environmental Working Group, accused the administration of caving to chemical industry lobbyists and water utility executives. Environmental legal experts also argued that delaying the compliance deadlines and revoking the four chemical standards directly violates the anti-backsliding provisions of the Safe Drinking Water Act, which legally prohibits the federal government from weakening existing drinking water safety protocols.
PFAS have been manufactured since the 1940s to create nonstick, stain-resistant, and water-repellent consumer goods. Because they do not naturally break down, they accumulate in the environment and the human body. The EPA has explicitly linked prolonged PFAS exposure to various cancers, thyroid disease, high cholesterol, liver damage, and severe immune system disruption. Prominent clean-water activist and actor Mark Ruffalo publicly blasted the EPA's decision, stating that weakening tap water standards will inevitably cause widespread, preventable suffering across American communities.
