A small item on the CVUSD agenda may have signaled a big shift in how the district operates.
Agenda Item 9.8, approved unanimously by the Coachella Valley Unified School District board, establishes an online pre-qualification process for construction projects valued at more than $1 million. It's a technical change—but one that opens the door to broader access and oversight.
For years, the district has faced criticism over its opaque decision-making and limited contractor participation. But this new process means more vendors, including those from outside the immediate area, will now have the ability to view, apply, and compete for district construction projects.
Board member Jesus Gonzalez spoke in support of the change, while cautioning that increased access could lead to more lowball bids and subsequent change orders.
“This is a real good idea,” Gonzalez said. “We’ve got to be mindful of how they’re bidding—making sure they’re not base bidding and then opening the door to a lot of change orders. But I think this is a good way to get more bid participation.”
The vote marks one of the first visible steps CVUSD has taken toward greater transparency and accountability in how it spends taxpayer dollars.
While there's still much work to be done in improving public trust, the new bidding system is seen as a move in the right direction.
